Why does a dog wags his tail as he sees me?

When I saw him scared. I thought that this was my end. I have no where to run. What to do, what to do? This dog jumps on me! I started to think, what to do. "Natalie run!" only as future reference to me. But where I'm running? I have no where to run. I wanted to call, say goodbye to friends. And suddenly the dog started to enjoy and wag his tail! Oh yes! It's not my end. I made friends with this little dog! His name is Alex and a very happy dog.
